Knowing that a tiny speck of dust can pierce a space station (causing oxygen leakage - that International Station recently serverd us one good example), that since 1960s a bunch of small balls sent towards a satellite is considered one of the best - cheapest and most effective - space weapons --
i.e. taking into consideration relative speeds one is likely to encounter - and therefore (a) the amount of effort one has to extend to spot the rubbish that needs cleaning and (b) the amount of fuel one needs to spend to manouvre the SpaceHoover to a correct orbit and to adjust speed, the operation being an exact equivalent of space docking in every case - your idea falls into that category that reveal something major about the inventor's knowledge and background rather than actually solve a problem.

Vapourizing small objects with a laser, however, does not seem so far-fetched, although for a number of reasons it might be impractical just now.
