Имеет ли смысл переходить от Windows 7.0 к Windows 8.1? Если мне не понравится этот нашумевший новый UI, смогу ли я вместо него видеть десктоп с иконками, как обычно? Будут ли работать всякие приложения, а также игрушки (из Steam и просто так), так же хорошо, как под Windows 7?

Well, if you just want to get on with programming, there's no better way than doing so using Linux. Dev tools are free, high quality and relevant. Having instant access to source code is a great as well. Of course teaching environments use OSS, as they should.

nope. My way is…
1. Web chat (c# mssql and a lot of html 5 and js)
2. Vector redactor for Note ~4
3. Probably sai + photoshop analog

But that's a long way to go because currently I'm busy with game designing. And the first results are not even closely ready.
