И вообще, вот пару недель назад было 33-летие полёта на Луну. А в последний раз люди были на Луне в 72-м году, 30 лет назад то есть. И как же это у нас так получилось?

Бред какой-то. Казалось бы, к 21-му веку хоть маленькую колонию на Луне мы могли бы основать. Технология, наверное, современная это позволяет сделать. Но такого, кажется, даже в планах нет. Неужели действительно закуклимся здесь?

I'd say, a permanent colony of several people on the Moon by 2015.

A sizable colony plus regular tourist rides affordable by non-millionaires by 2030.

I'd say, tourist rides first, say, in 20 years, and a colony later. The colony will cater to the tourist at first, only later
the universities will collect grants to be able to send the researchers - but this is in a distant future.
