Интересный случай очень очевидной журналистской нечистоплотности, причём у очень известной американской журналистки Maureen Dowd (даже не ожидал от неё такого). В своей статье в New York Times она написала так:

Busy chasing off Saddam, the president and vice president had told us that Al Qaeda was spent. "Al Qaeda is on the run," President Bush said last week. "That group of terrorists who attacked our country is slowly but surely being decimated... They're not a problem anymore."

На самом же деле полностью цитата Буша звучит так:

Al Qaeda is on the run. That group of terrorists who attacked our country is slowly but surely being decimated. Right now, about half of all the top Al Qaeda operatives are either jailed or dead. In either case, they're not a problem anymore.

Т.е. совершенно очевидно, что "they" Буша относится к тем лидерам Аль-Кайды, которые "jailed or dead", а не ко всему движению.

Однако, как показывает Вами же приведенная статья - вранье распространяется быстро, а опровергать его никто не собирается.

А как вам такой заголовок из Индипендент:

WMD just a convenient excuse for war, admits Wolfowitz (http://news.independent.co.uk/world/middle_east/story.jsp?story=410730)

вот цитата "подтверждающая" заявление:

"For bureaucratic reasons we settled on one issue, weapons of mass destruction, because it was the one reason everyone could agree on," Mr Wolfowitz tells the magazine.

Новость о "признании" уже конечно не остановить. И то что есть полный транскрипт (http://www.defenselink.mil/transcripts/2003/tr20030509-epsecdef0223.html) телефонного интервью, из которого видно,что Вулфовиц ни в чем таком не призновался и цитата вырвана из контекста, ничего не изменит.
